Issue with fitting

Out of the four panties I purchased, two of them were perfectly fine but the black one with white leaves is loose and the grey one with bug prints is small. These were part of a set of three with the same size. So I'm a bit disappointed with the inconsistency as I love the fabric and look of the products.
